In fact, flexible packaging accounts for 50% of the primary food packaging marketed in the European Union (EU) - in units of product - while representing only 17% of the total by weight. However, despite offering the required properties, it often takes the form of multi-layer structures with different materials, which makes its recyclability very difficult.
In this context, the EU has significantly reinforced its legal framework on packaging and waste. In December 2024, the new Regulation (EU) 2025/40 was adopted, which sets demanding targets: 70% recycling of all packaging by 2035 and 80% by 2038.
